NEP Staff Biographies

Susan W. McCampbell is President of the not-for-profit Center for Innovative Public Policies, Inc., a company specializing in public policy consulting. Prior to beginning this company, Ms. McCampbell was the Director of the Department of Detention and Community Control for the Broward County, Florida, Sheriff’s Office for four (4) years. During this time, Ms. McCampbell oversaw the daily operations of a jail system; and served as Acting Sheriff for six (6) months following the death of the Sheriff. is President of the not-for-profit Center for Innovative Public Policies, Inc., a company specializing in public policy consulting. Prior to coming to Broward County, Ms. McCampbell was Assistant Sheriff for the City of Alexandria, Virginia, Sheriff’s Office for eleven (11) years, and as a Program Director for Police Executive Research Forum in Washington, D. C.

Ms. McCampbell holds a BA in Political Science from the School of Government and Public Administration at American University, Washington, D. C., and a Master’s Degree in City and Regional Planning from the School of Architecture and Engineering of The Catholic University of America, Washington, D. C.

Paula N. Rubin, an attorney, has been developing curricula and delivering training and technical assistance to criminal justice professionals for more than ten years. Currently an independent consultant, Ms. Rubin has significant experience in human resources management and employment law. She and Susan McCampbell have been developing and delivering training together since 1993, most recently working together on the major NIC initiative: Staff Sexual Misconduct with Inmates: Implications for Jail Administrators.

Ms. Rubin was a Visiting Fellow for four years with the U.S. Department of Justice's National Institute of Justice where she developed and delivered training and technical assistance to criminal justice professionals on the ADA and other civil rights issues as well as employment law and sexual harassment. Ms. Rubin practiced law for ten years with her practice concentrating in employment law and civil litigation. Paula has been published extensively throughout the country on employment, human resources, the ADA and other civil rights issues.

Ms. Rubin is licensed to practice law in New York, Texas and Florida and has graduated from the National College of District Attorneys Career Prosecutors Course and the National Institute of Trail Advocacy's Trial Advocacy program.

Ms. Rubin has been Adjunct Professor of Law at Georgetown University Law Center since 1995 where she teaches Disability Discrimination Law.
